This commitment was at the heart of yesterday's meeting between the Minister of State, Minister of Hydrocarbons and Mines, Mr Mohamed Arkab, and the Indonesian Ambassador to Algeria, Mr Shalief Akbar Tjandranigrat, who was received at the ministry's headquarters. The purpose of the meeting was to examine ways of developing bilateral cooperation in these strategically important sectors.

The discussions held during this meeting, attended by the Secretary of State to the Minister of Hydrocarbons and Mines, responsible for Mines, the Managing Director of Pertamina Algeria, and several executives from both sides, allowed for an in-depth exchange of views on the prospects for cooperation. These discussions highlighted the keen interest shown by major Indonesian groups, such as Pertamina and Pupuk Indonesia, in Algeria's potential.

During the meeting, Mr Arkab emphasized Algeria's commitment to establishing "strategic, balanced, and fruitful partnerships with friendly countries." He reaffirmed that this collaboration is based on essential principles, including mutual interest, technology transfer, and optimizing the development of national resources.

He also emphasized the importance of being open to successful international experiences, praising Indonesia's expertise in developing manufacturing industries related to mining and hydrocarbons.

For his part, the Indonesian ambassador to Algeria expressed his country's appreciation for the opportunities for Algeria's cooperation offered. He stated that "Indonesia aims to strengthen its economic presence in Africa through high-quality partnerships with Algiers," which it considers a reliable partner, citing the country's stability, its wealth of natural resources, and its encouraging legal framework for investment.

Keen interest

Discussions focused on several major projects, demonstrating the maturity of Algerian-Indonesian cooperation. In the hydrocarbons sector, strengthening cooperation between Sonatrach and Pertamina was at the centre of discussions, particularly in the exploration, production, and marketing of crude oil.

Several investment contracts have already been signed between Pertamina Algeria and Sonatrach, particularly for the Menzel Lejmat area (block 405a). These projects, carried out in partnership with other players such as Repsol, involve significant investments, with a future commitment that could reach nearly $900 million more by 2048. These funds are earmarked for key areas such as refining and decarbonization, illustrating a forward-looking vision.

In addition, this meeting was an opportunity to showcase a detailed investment plan by PT Pupuk Indonesia, a worldwide leader in the chemical and fertilizer sectors, ranked fourth in Asia and Africa and tenth globally. The company has expressed keen interest in developing joint projects for the valorization of phosphate and natural gas in Algeria. Such partnerships would open up new prospects for local production and substantially increase the added value of Algerian resources.

This interest is not new. In August 2024, a delegation from PT Pupuk Indonesia visited the Algerian Investment Promotion Agency (AAPI) to explore investment opportunities in Algeria, particularly in phosphate and fertilizer production, and to consider alliances with national companies. The Algerian government has been actively promoting investment in the country for several years, particularly in the energy sector. In 2024, it launched a new investment promotion strategy, focusing on attracting foreign investment in the energy sector. Beyond hydrocarbons, the two parties explored ways to expand their cooperation to the entire mining sector. Discussions focused on the exploitation, processing, and marketing of phosphate, as well as on the exploration and development of strategic mineral resources such as lithium.

They also discussed ways to strengthen dialogue on supply chains and sustainable production of critical raw materials and rare metals, as well as the exchange of expertise in the fields of hydrocarbons and mining.

For Algeria, this strategic rapprochement with Indonesia represents a key opportunity to enhance the value of its abundant mineral resources by relying on promising sectors such as phosphates, fertilizers, and ferrous materials.

It is also a lever for increasing and modernizing hydrocarbon production through mutually beneficial cooperation, capable of generating significant and sustainable economic benefits for both nations.
