The Minister was speaking during a visit to the Agency's head office in Algiers, in the presence of the CEO of Sonatrach and the Chairman of ALNAFT, to inquire about the progress of the tender officially launched on October 14 in Oran. This visit is part of the ongoing monitoring of the development of the energy sector, particularly hydrocarbons.
Arkab emphasized that "the Agency is making all information relating to this operation available to the twenty pre-qualified companies that have signed a confidentiality agreement, via the exclusive opening of data rooms". "These rooms give companies access to detailed technical data on the six proposed exploration zones".
The data presentation sessions will continue until April 1, 2025, giving companies time to analyze the information before the deadline for submission of bids, set for April 15, 2025, before contracts are signed with the selected companies, which will have to present detailed technical programs and investment levels in line with the objectives set by ALNAFT and Sonatrach.
The six proposed exploration zones are "EL M'zaid El Kebir" in the wilayas of Ouargla, Ghardaïa and El Ménéa, "Ahara" (wilaya of Illizi), "Reggane (wilaya of Adrar), "Zerafa" (wilayas of Adrar and In Salah), "Toual" (wilayas of Ouargla and Illizi) and "Guern EL Guessa" (wilayas of Béchar, Béni Abbès, El Bayadh and Timimoun), according to the same source.
These operations are carried out via physical or virtual platforms to guarantee maximum transparency and provide companies with the information they need to assess the economic and technical potential of the proposed zones.
Arkab emphasized that these zones, as well as the contractual conditions, notably fiscal, "are highly motivating and enable Sonatrach and its partners to bring this type of vital project to fruition", according to the press release.
To this end, the Minister reiterated his appeal "to global energy companies and interested investors to explore these investment opportunities and contribute to the supply of energy markets, or even benefit from the country's high skills and strategic position, close to European markets".
He added that the data provided on the zones included in-depth geological and geophysical reports and analyses. For example, the "El M'zaid El Kebir" zone, strategically located between the Hassi R'Mel gas and Hassi Messaoud oil fields, covers an area of over 12,700 km². Its attractiveness in terms of investment is enhanced by existing infrastructure, such as oil and associated gas processing facilities and export networks.
Arkab said the projects "will enable Algeria to strengthen its capacity to renew reserves and increase production in the short and medium term, thereby reinforcing its important role in supplying world energy markets."
The call for tenders confirms "Algeria's commitment to enhancing transparency and attracting international investment to optimize the exploitation of its energy resources and ensure the sustainable development of the sector", the press release concludes.
