Algeria-Niger: A petrochemical complex and refinery in Dosso to consolidate energy cooperation

Energy cooperation between Algeria and Niger is being strengthened by the visit of Niger's Minister of Petroleum, Sahabi Oumarou, to Algeria. Heading a large delegation that also included the Minister of Hydraulic Resources, Sanitation and the Environment, Colonel Mizama Abdallah, as well as officials from the Société Nationale du Pétrole du Niger (SONIDEP), he was received yesterday in Algiers by the Minister of State, Minister of Energy, Mines and Renewable Energies, Mohamed Arkab.

This visit, which continues the regular exchanges between the two countries, aims to consolidate strategic cooperation based on concrete projects in the hydrocarbons sector. Discussions focused on the progress of joint initiatives, in particular hydrocarbon research, exploration and production. The development of refining and petrochemical projects, and the marketing and distribution of petroleum products, were also at the heart of the discussions. These actions are aligned with the memorandum of understanding signed between Sonatrach and SONIDEP last October and reflect a clear desire to strengthen synergies between the two countries. One of the major thrusts of this cooperation is the establishment of two sub-committees to support Niger in its energy ambitions. The first is dedicated to launching a refinery and petrochemical complex project in Dosso, while the second focuses on project management, procurement and the necessary legal frameworks' development. These initiatives, which stem from visits made by Sonatrach delegations to Niamey, testify to the in-depth technical and strategic cooperation between Algiers and Niamey. Algeria also intends to share its expertise and know-how with its Sahelian neighbour through specialized training programs. Mohamed Arkab reaffirmed his country's commitment to supporting Nigerian skills, notably via the Institut Algérien du Pétrole, which plays a key role in Nigerian managers' and technicians' qualifications. This dynamic exchange illustrates a shared desire to strengthen the human and technical capacities of the Nigerien energy sector. The meeting also provided an opportunity to discuss the strategic Trans-Saharan Gas Pipeline (TSGP) project, linking Nigeria to Europe via Niger and Algeria. Both parties underline continuing coordinating and monitoring meetings to ensure the successful completion of this ambitious project. In this context, Sonatrach's Chairman and CEO handed over to the Nigerien authorities the results of laboratory analyses of samples of Nigerien crude oil, illustrating the extent of technical cooperation between the two countries. The Nigerian Oil Minister's visit also provided an opportunity to meet Sonatrach executives and visit several major energy infrastructures in Algeria. This reflects both countries' desire to strengthen their partnership and explore new opportunities in the hydrocarbon sector. Through these initiatives, Algeria and Niger are reaffirming their commitment to mutually beneficial cooperation, based on the transfer of skills, technical support and the implementation of concrete projects. This dynamic is part of a long-term vision aimed at consolidating regional energy integration and fostering sustainable development for the benefit of both nations.
