Shopping-cart imports: new legislation to correct a contradiction

The government is moving toward revising the legislation governing shopping-cart imports, which were recently legalized in Algeria, to correct an anomaly of the annual turnover threshold.

The Minister of Finance, Abdelkrim Bouzerd, acknowledged a contradiction between the annual turnover threshold set by the law on self-employment (5 million dinars) and that permitted by the decree on micro-imports, which allows importers to generate up to 43.2 million dinars per year. This situation exposes the latter to the loss of tax advantages linked to self-employed status. The minister announced that an amending provision will be included in the 2026 Finance Act, introducing a specific threshold adapted to this category of importers. The legal framework for micro-imports has been recently strengthened: the activity requires membership of Casnos, a foreign currency account with BEA, and registration on a dedicated digital platform (www.anae.dz) to obtain a micro-entrepreneur card, which is essential for the issuance of a simplified general import license.
