Boughezoul available to project developers

The Agence algérienAne de promotion de l'investissement (AAPI - Algerian investment promotion agency) is continuing its efforts to release new offers of economic land to investment project holders in various sectors and regions of the country, making a new batch of 75 land plots available to investors in the new town of Boughezoul, in the wilayas of Djelfa and Médéa.

In an official press release published the day before yesterday on its social networks, the Agency, which acts as the State's administrative arm for supporting and promoting investment, invites project developers wishing to access this new offer of land plots under the State's private domain to submit their applications via its digital investor platform, the only means of managing and accessing the land offer intended for investment since its official launch and activation in February 2024. Accessible on this same platform for 30 days, these new plots of land, according to the AAPI press release, are for the most part industrial, and are intended in particular for sectors of activity such as the pharmaceutical, electrical and electronics industries, as well as new energies, storage and research and development. Once the one-month time limit for consulting and accessing this new land offer on the investor platform has elapsed, requests from potential investors, it is specified, "will be studied and processed digitally and according to the project evaluation grid, as provided for in the provisions of the executive decree, setting the terms and conditions for granting concessions convertible into transfers of economic land in the State's private domain and intended for the realization of investment projects".

Shifting up a gear

Since the beginning of the year, according to AAPI officials, the agency has been working to improve the availability of investment land as much as possible, by "shifting up a gear in the processing of investors' requests" and "strengthening its portfolio of land plots", as well as "creating new industrial and business zones" to meet "the strong demand from project developers". The Agency is also continuing its efforts to simplify administrative and regulatory procedures, to ensure that investment applications are processed more flexibly and more quickly. The main aim is to abolish all administrative rigidities, and to deal with the requests and needs of project promoters transparently and equitably, relying in particular on centralized and digitized processing of access to land and other benefits under the new legislation in force. The aim is to banish all forms of speculation that prevailed in the past, particularly in terms of access to land, and to target and give priority to serious project sponsors and productive investments that will create added value and new jobs, while meeting the challenges of the national strategy to improve the business climate and develop strategic sectors to accelerate the diversification of the domestic economy. In the same vein, it should be recalled that the AAPI recently undertook to clean up its files of economic land beneficiaries, announcing to investors who had benefited from provisional land allocation decisions and who had not yet finalized the procedures for the definitive registration of their projects, the introduction of a process "to cancel these decisions and reallocate the land concerned to other investments ready to enter the construction phase". This procedure aims to reserve economic land in the State's private domain for genuine investors with the real capacity to rapidly launch their projects as soon as the requisite authorizations have been obtained. The aim is to promote the act of investing as much as possible, while ensuring the proper management of State assets and the appropriate allocation of available land.
