The bill presented on 2 December aims to improve road safety by revising penalties, criminalising certain offences and ensuring compliance with vehicle spare parts. The text introduces a four-tier classification of offences, with fines ranging from 4,000 to 15,000 dinars, depending on the seriousness of the offence (failure to wear a seatbelt, speeding, driving without a licence, etc.).
Prison sentences are provided for in the event of fatal accidents or serious injuries, particularly in cases of driving under the influence of alcohol or drugs. These sentences can be up to 12 years for heavy goods vehicle drivers in cases of aggravated homicide.
The bill also tightens up driving licence checks: a complete medical file, including drug testing, will be required to obtain a licence. A two-year probationary period is being introduced for new drivers, and periodic medical examinations will become mandatory, particularly for renewals or in the event of illness.
The offer is designed to adapt to the specific needs of farms, regardless of their size or nature. It covers livestock production, cereals, tree crops, and agricultural machinery and equipment.
