In a message addressed to the 3rd Summit on Financing Infrastructure Development in Africa in Luanda, Algerian President Abdelmadjid Tebboune, via the President of the Council of the Nation Azouz Nasri, stressed that Africa's economic renaissance requires modern, integrated infrastructure adapted to current challenges. He called for the free movement of people and goods through an interconnected network of roads, ports, railways, digital and energy infrastructure.

Algeria, committed to this vision, has launched several large-scale continental projects, including the Trans-Saharan Highway, a strategic rail link to the south, the Trans-Saharan fibre optic backbone, a road to Mauritania, and the Nigeria–Algeria gas pipeline. At the national level, more than 50 major projects are underway, particularly in the rail, water, urban, and digital sectors.

President Tebboune called for concrete African integration, supported by a vision based on five priority areas, ranging from accelerating PIDA projects to mobilizing internal resources and strengthening public-private partnerships. He concluded by paying tribute to African youth and calling for South-South solidarity that would lead to self-sufficiency.
