Economic development in Algeria relies heavily on local governments, which are expected to act as accelerators of growth and essential levers for strengthening the state. President Tebboune aims to establish a new form of local governance, promoting a managerial mindset and a citizen-centred administration capable of responding effectively to public needs.
However, local officials, such as members of the P/APC and APW, face challenges in fulfilling their roles due to limited decision-making powers and institutional inconsistencies. It has been suggested that certain functions, such as school and waste management, should be transferred to executive bodies to free up officials to focus on economic development.
A review of local government codes is expected to address these issues and make elected positions more attractive. Involving citizens in development projects, strengthening the economic expertise of local assemblies and the widespread use of digital tools are key drivers for sustainable economic recovery. Finally, a new vision for local public action is needed to transform local governments into high-performing economic entities focused on measurable results.
