During this plenary session at the National People's Assembly (APN), chaired by Brahim Boughali and in the presence of the Minister for Relations with Parliament, Kaouter Krikou, the Minister of Finance, Abdelkrim Bouzred, emphasised in a brief speech that the government attaches particular importance to controlling public spending and introducing greater transparency in the management of the State budget.
Calls for rationalisation of operating expenditure
For his part, the Chairman of the Finance and Budget Committee, Mohammed Hadi Oussama Arbaoui, called for results-based budgeting. He called for "a rationalisation of operating expenditure, linking it to concrete performance, as well as a revival of public investment in productive sectors such as agriculture, transport, education, digitisation and renewable energies". In the same spirit, he stresses the need to launch an intelligent tax reform, to guarantee, he says, the principle of tax equity.
To this end, the commission proposes the creation of a permanent, independent national body responsible for assessing the financial and social impact of public policies. The importance of strengthening the evaluation of the implementation of public programmes and projects is also emphasised, as is the need to improve the internal control of expenditure in the interests of greater transparency. Finally, the committee chairman spoke of the need for an in-depth reform of the public procurement system. This, he adds, could be a fundamental lever for better financial governance.
