The new law on communes and wilayas needs to be thoroughly debated!
Abdelkrim Benmbarek, Secretary General of the Front de Libération Nationale, FLN, launched a seminar at his national headquarters entitled “Political reading of the law on communes and wilayas”.
On
this occasion, Benmebarek declared that he "Capitalizes on the initiative
of President of the Republic Abdelmadjid Tebboune to establish a national
debate and discussions on political and economic policy issues, hoping that the
debate will be serene and constructive about the challenges linked to security
and stability, as well as facing external coercion".
The
FLN Secretary General added that "the improvements to the laws governing
communes and wilayas reveal the importance the President of the Republic
attaches to local authorities, based on the principle that the commune is the
first base for local authorities and the decentralization system".
Also,
"The commune is the point of contact between the citizen and the State.
And we, in the Front de Libération Nationale, are making sure that the law
governing communes and wilayas is thoroughly revised. This will involve
extending the prerogatives of elected representatives, and making participatory
democracy a reality by implementing the people's will at the local level".
As
for the recent speech by President of the Republic Abdelmadjid Tebboune to the
same two parliamentary chambers, Benmbarek says: "The speech by the
President of the Republic set out the broad lines for giving Algeria its
pivotal role in the region. The fact remains that only President Tebboune has
the authority to launch a national debate, according to circumstances, and free
from any pressure or coercion".
