Hydrocarbons: President Tebboune's new directives

During Sunday's Council of Ministers meeting, President Abdelmadjid Tebboune announced a series of key measures to accelerate the modernisation of the hydrocarbon sector and support the country's energy independence.

The head of state welcomed Algeria's entry into the export market for locally refined fuels, a first since independence. He ordered the organisation of a national conference on energy and hydrocarbons to update data on the sector and define new priorities for production and export.

Operationally, the president instructed the prime minister to immediately begin discussions with Mauritania on establishing Naftal gas stations. He also called for the development of a national plan to rationalise petroleum product consumption and strengthen strategic reserves. The introduction of prepaid fuel payment cards, particularly in border regions, will be part of this control mechanism.

President Tebboune has called for accelerating work on the new refinery in Hassi Messaoud, as it is considered essential for meeting domestic demand and increasing export capacity. He has also decided to strengthen the role of Naftal, which will be granted exclusive rights to import and produce raw materials for lubricants. Other operators will become its direct customers.

Finally, concerning the tyre market, the president confirmed the objective of strengthening domestic production, while temporarily authorising the importation of 500,000 units to ensure supply pending the complete restructuring of the sector.

These decisions mark an important step in the national strategy to secure domestic supply, modernise refining infrastructure, and strengthen Algeria's presence in the export markets for petroleum products.
