The debate on the 2026 finance bill opened in the Council of the Nation, attended by 74 senators and the presidents of parliamentary groups. Many elected officials welcomed the recent social measures, particularly the increase in the minimum wage and unemployment benefits. The bill is seen as a lever to support the economy, encourage entrepreneurship and strengthen purchasing power. However, questions remain about reducing the budget deficit, tax revenues, combating the parallel currency market and the car import strategy. Senators are also calling for improvements to the tax system, accelerated digitisation and the budget definition for the 11 new wilayas. The government plans to issue sovereign sukuk in early 2026 and affirms the economy's ability to absorb debt, according to IMF assessments. The debates highlight the need for structural reforms to diversify the economy, support the productive sector, modernise health services, and decentralise economic decision-making.
