At the World Telecommunication Development Conference (WTDC-25), Zerrouki presented Algeria's vision for building a comprehensive and secure digital ecosystem, with telecommunications as a key pillar of development and digital sovereignty. He highlighted key projects, such as the roll-out of fibre optics across the entire country by 2027 and the connection of rural areas as part of the universal service. He also emphasised the importance of the trans-Saharan fibre optic link project, which will contribute to digital inclusion in Africa and the technological transformation of developing countries.
