27 paper documents eliminated: Social security goes digital

Digitization is a strategic choice and a top priority for the Ministry of Labour, Employment, and Social Security, in line with the guidelines of the country's highest authorities and the President of the Republic's instructions, to modernise public services and definitively abandon traditional administrative methods. This was stated by Rassoul Yahia, Central Director of Modernization and Information Systems at the National Social Security Fund for Salaried Workers (CNAS) and representative of the Ministry.

Speaking yesterday on the national radio station "Chaîne I", the same official explained that the ministry has been engaged in a vast process of digital transformation of its services for several years.

This is based on simplifying administrative procedures and gradually converting dozens of services from paper-based forms to digital platforms, reducing processing times and enhancing the quality of service provided to citizens.

In this context, the official revealed that, starting in December, 27 paper documents previously required of citizens to access certain services have been eliminated.

These documents are now exchanged electronically between the various structures and bodies under the Ministry of Labour, illustrating a significant step towards an integrated and modern administration.

An interconnected administration

The CNAS's central director of modernisation and information systems emphasised that the digitisation process is continuing at a steady pace, in line with the roadmap set out in the sector's strategy.

This strategy aims to enhance interoperability and information exchange between institutions and agencies affiliated with the ministry through interconnected information systems that enable the instantaneous exchange of data and administrative documents. According to him, this approach embodies the fundamental principle of "administration at the service of citizens".

In the same vein, the Ministry is working to roll out remote services across the board, gradually eliminating queues and traditional service counters, in line with the guidelines set out by the Minister of Labour, Employment and Social Security.

This approach is accompanied by an effort to train and retrain human resources, to establish a genuine digital culture and meet citizens' growing expectations for modern and efficient public services.

The official assured that the effects of this transformation are now noticeable to citizens, who are benefiting from more comfortable care conditions within the 13 organisations under the Labour, Employment and Social Security sector.

He cited, in particular, the membership certificate, a document that is in high demand by millions of workers, which is now available in digital format and can be circulated electronically between organisations and via digital platforms.

"The sector currently has 30 digital platforms offering more than 100 electronic services," he said, emphasising that this digital offering has greatly simplified administrative procedures, reduced processing times and saved citizens numerous trips.

New digital services

Among the new features introduced, Rassoul Yahia highlighted the launch of the automatic deduction service for employers' social security contributions.

This system allows companies to pay their contributions immediately after declaring their tax base, without using cheques, in a secure environment, thus avoiding delays and financial penalties.

He also indicated that citizens can now apply for their social security card, or healthcare card, electronically, by making a payment of 400 dinars remotely using a bank card or the "Edahabia" card.

Concerning digital tools, the ministry representative revealed that the Al-Hanaa social security app has been a huge success, with more than 3.5 million user accounts registered to date.

This application allows users to obtain their membership certificate, track their medication consumption, access available documents, track the status of a social security card application, or request a duplicate in the event of loss or damage.

Regarding maternity leave compensation, Rassoul Yahia pointed out that female employees are now entitled to 150 days of leave, adding that more than 65,000 compensation claims have already been registered on the Al-Hanaa platform.

Finally, he highlighted the possibility of updating social security cards remotely, thanks to the involvement of registered pharmacists.

With 12,000 partner pharmacies, nearly 3 million remote updates have been carried out over the last six months, representing many trips avoided, particularly for citizens residing in the southern provinces.
